(Random notes: I just used regular flour. While attempting to mix the oil and milk into the rest I remembered it probably wanted a rising agent, so tossed in a bit of baking powder, which had the added benefit of making the oil and milk mix instantly. I was going to eat it out of the mug, but curious about the shape I tipped it out upside down - and discovered there was some unbaked mixture left at the bottom which made a delicious sauce. Your microwave may vary.)

serves 18-19 according to Marilee. Mine makes about 14 in my tins.
Topping:
8 oz. package cream cheese
1 egg
0.33 cup sugar
0.125 tsp. salt
6 oz. package chocolate chips
Combine topping ingredients except chocolate chips and beat well. Stir in
chips and set aside.
Cupcakes:
1.5 cups flour
1 cup sugar
0.25 cup cocoa
1 tsp. baking soda
0.5 tsp. salt
1 cup water
0.33 cup vegetable oil
1 tsp. vinegar
1 tsp. vanilla
Sift together flour, sugar, cocoa, baking soda, and salt. Add remaining
ingredients and beat well.
Fill cupcake paper about half full and top with 1 Tablespoon of topping.
Bake at 350°F for 20 min.
The cake batter will rise up around the topping so most of the topping is on the inside. This is a very very rich treat. Plan on one cupcake per person.
